    Program Description

    The Disaster Recovery Response Program was created in response to weather related disasters in parts of Central, Southern, and Southwest Virginia. The purpose of this program is to assist eligible organizations in their efforts to provide housing-related assistance to impacted individuals, as well as support efforts to repair building space utilized in support of recovery efforts.  Virginia Housing has allocated REACH funds to provide assistance to eligible organizations in their efforts to provide housing-related assistance to impacted individuals, as well as support efforts to repair building space utilized in support of recovery efforts. Specific objectives of this program include:

    • Providing short-term emergency housing assistance to impacted households.
    • Rehabilitation of existing, vacant units to create housing opportunities for displaced/impacted households.
    • Repairs to office space and other support areas used by eligible organizations in the delivery of housing services.
    • Assist with minor-scale efforts to return damaged household units to habitability.
    • Provide a bridge for impacted households until long-term, permanent housing solutions are available.

     

    Eligibility

    Disaster Recovery Response grants are available to nonprofit organizations, units of local government, or quasi-governmental entities. To be eligible for grant funds under the Disaster Recovery Response program, organizations must:

    • Be physically located in Virginia.  
    • Have at minimum three (3) years of operations.
    • Carry out at least one of the following housing-related focuses:
      • Creating economically integrated and inclusive housing opportunities including housing options for people with disabilities.
      • Planning and Community Development to include significant attention to housing planning.
      • Providing services and/or educational opportunities to further affordable housing.
    • Align with Virginia Housing’s mission of Helping Virginians Attain Quality, Affordable Housing and align with Virginia Housing's Strategic Direction.

     

    All awards are based on competitive scoring, the organization’s capacity, the alignment of the project with Virginia Housing’s mission, and availability of Virginia Housing funding.

     

    All grant funds must exclusively serve localities designated or pending designation for federal individual assistance. These localities are:

     

    Bedford County     Pittsylvania County
    Bland County    Pulaski County
    Buchanan County     City of Radford
    Carroll County     Russell County
    Dickenson County     Scott County
    City of Galax     Smyth County
    Giles County     Tazewell County
    Grayson County     Washington County
    Lee County     Wise County
    Montgomery County     Wythe County

    Application Process

     

    All applications must be submitted electronically using the Virginia Housing Grants Management System at https://vhdagrants.com/.     Decision Process

     

    Funds will be awarded based on an assessment of the organization’s application and the availability of Virginia Housing funds. The selected organization will receive a Grant Award Notification (GAN) and a Grant Agreement if approved for funds under the award.

     

    All applicants have the option to submit a request at Grants@VirginiaHousing.com for a debriefing within thirty (30) days of approval or denial.
