  Virginia Housing Capacity Building Implementation Grant

  February 2025 

   

  Funding Purpose:

  REACH Virginia FUNDING OPPORTUNITIY: Virginia Housing reinvests a portion of our net revenues into Virginia’s communities through REACH Virginia (Resources Enabling Affordable Community Housing in Virginia). This is a multifaceted resource that Virginia Housing uses to support vital housing initiatives through our Homeownership, Rental and Community Outreach programs.

   

  The Capacity Building Implementation Grant program seeks to support larger and more complex efforts to build and strengthen the capacity of the housing delivery network in Virginia. Funding may be requested to implement well planned solutions to identified capacity gaps within an organization’s ability to efficiently deliver high quality services. Priority will be given to requests that identify the intended activities and how they relate to clearly articulated short, intermediate, and long-term outcomes identified within a recently developed Strategic Plan. The identified outcomes should be complemented by a set of indicators that track progress and outcomes of awarded projects.

   

  This is a competitive grant.  Funds will be awarded to the highest scoring applications based on the availability of Virginia Housing funds. 

   

  Eligibility Criteria:

  1. Organization’s headquarters must be physically located in Virginia.
  2. Organization cannot be an emerging organization. Organization must have:
     • At minimum, three years of operations.
     • Engaged leadership, staff, and volunteers.
     • Ability to demonstrate fiscal soundness and measurable program outcomes.
  3. Organization must carry out at least one of the following housing-related mission:
     • Creating economically integrated and inclusive housing opportunities including affordable housing, workforce housing, mixed-income housing, and/or community-based housing options for people with disabilities and/or
     • Planning and Community Development to include significant attention to housing planning needs throughout Virginia, and/or
     • Providing services and/or educational opportunities in order to further affordable housing.
  4. Organization must align with Virginia Housing’s mission of Helping Virginians Attain Quality, Affordable Housing and vision of becoming the Leading Mobilizing Force for Affordable Housing in Virginia.

   

  Program Parameters:

   

  Approved agencies must comply with the Virginia Housing Capacity Building Handbook. Click the document below for a detailed explanation of this program.

   

  Requests for funding under the Implementation Grant program must be for one of the following grant types:

  • Targeted Capacity Building Efforts
    • Focus on critical needs in one of the targeted Focus Areas listed in section 4.2 of the Handbook.
    • 12 month period of performance.
    • No match requirement.
    • Up to $50,000 available.

   

  • Enterprise Capacity Building Efforts
    • Focus on larger projects aimed to build the overall capacity of the organization.
    • Addresses one or more of the targeted Focus Areas listed in section 4.2 of the Handbook.
    • 24 month period of performance.
    • Grant requires at least a 25% match from other sources.
    • Up to $250,000 available.
    • Virginia Housing may elect to make reduced grant offers for a Targeted Capacity Building effort to fund a portion of an Overarching request.
