Virginia Housing Capacity Building Tier 2: Consultant Application

The intent of the Virginia Housing Capacity Building Tier 2: Consultant Application is to identify consultants willing to work with housing non-profits utilizing Virginia Housing’s Capacity Building program. Virginia Housing Capacity Building Programs supports the development and strengthening of the operations, processes, and resources organizations need in order to effectively ensure affordable housing in Virginia.
Our Capacity Building Program has two tiers of organizational development
- Tier 1 – Strategic Planning or Succession Planning
- Tier 2 – Training & Implementation
This application focuses on our Tier 2; Training and Implementation a grant focused on intensive, consultant-led training related to 8 key focus areas in capacity building
- Board Development
- Community Engagement/Volunteer Management
- Fiscal Management
- Fund Development
- Marketing
- Policies & Procedures
- Program Design
- Technology
Program Parameters: Consultants will assist Housing Non-profits and local governments by
- Provide Assessment & Recommendation
- Analyze the results of the Assessment Scoring Tool forwarded by Virginia Housing
- Provide training within recommended focus area
- At a minimum cover: Best Practices, Innovations, Management and Mergers, Partnerships & Collaborations
- Provide an Action Plan
- Outputs that will assist the organization in implementing what they have learned
Consultant requirements
- Internally conduct background checks on all employees
- Virginia Housing will conduct a background check on the primary contact
- Available to serve organizations across the Commonwealth of Virginia
- Train all organizations as prescribed by Virginia Housing
- Complete at least 40 hours of training
- In person & virtual methods
- Serve for at least one (1) fiscal year (July 1st – June 30th)

- State Corporation Commission Certificate of Good Standing
- Background Check
- 2 Letters of Reference
Selected consultants will receive a Memorandum of Understanding (MOU). Consultants must return the MOU with signature by an authorized representative and be willing to attend a mandatory training prior to starting the program.
