Funding Purpose:
Virginia Housing reinvests a portion of our net revenues into Virginia’s communities through REACH Virginia (Resources Enabling Affordable Community Housing in Virginia). This is a multifaceted resource that Virginia Housing uses to support vital housing initiatives through our Homeownership, Rental, and Community Outreach programs.
A primary goal of our Strategic Plan focuses on the strength and sustainability of the Commonwealth’s housing services delivery network. In response to the COVID-19 emergency which has generated unprecedented challenges for our communities, Virginia Housing is committing over $12 million in REACH funds to help support and maintain this network’s critical service delivery and operational capacity. The purpose of the COVID-19 Emergency Funding Support is to support efforts to maintain the capacity of seven critical housing networks: HUD Housing Counseling, Virginia Habitat for Humanity Affiliates, Virginia Housing’s Housing Choice Voucher Network, Virginia Housing’s Accessibility Network, Virginia’s Public Housing Authorities,Virginia’s Non-Profit Housing Developers, and Virginia’s Continuum of Care CoC / Balance of State (BoS) Continuum of Care
Eligibility Criteria (All items below):
Program Parameters:

Costs that are reasonable and necessary for the entity to continue operations to provide housing services. Eligible budget items are detailed within the application budget.

Not eligible: Direct client assistance such as but not limited to rent / mortgage assistance, utility assistance, food or medical costs.

Funding shall not duplicate funding received by the eligible organization from other initiatives including Federal Stimulus Funding and/or entities including HUD, DHCD, local governments, foundations, donations, etc.

Virginia Housing may conduct a review of how funds were spent to ensure proper accountability and compliance with program requirements. The findings of a review may serve as a basis for determining future grant funding. Grantees will be notified at least fifteen (15) days prior to reviews.

Agencies seeking funding should apply to VHDA’s Notice of Funding Opportunity (NOFO) using VHDA’s Grants Management System at https://vhdagrants.com/.

Applicants may request funding based on the tiered levels defined in Chart 1. The levels align with DHCDs funding formula for FY21. Chart 2 provides the eligibility per organization. Application will provide restrictions to organizations that have received VHDA COVID19 funds through other opportunities.

Approval:
The selected agencies will receive an Award Notification if approved for funds.
Funds will be issued to the agency via direct deposit within thirty (30) business days of award notification.
Agencies are required to submit a report via the grants management system (GMS) detailing the impact of funds no more than ninety (90) days after receipt of award.
All applicants have the option to submit a request at vhdagrants@vhda.com for a debriefing within 30 days of approval or denial.
The period of performance for this funding opportunity is June 1, 2020 - August 30, 2020.
